We developed a technical proposal for the Communications Authority on the regulation of value-added services sold together with electronic communications services. The proposal establishes the need for, and justification of, regulating value-added services sold together with electronic communications services — services that fall outside the scope of communications regulation and are becoming increasingly important. It presents the national and international picture, together with the proposed regulatory tools, options and constraints.
