Regulation of value-added services sold together with electronic communications services and/or linear audiovisual media services. We first prepared an outline concept and then a professional proposal and analysis for NMHH, examining how our earlier proposal for the regulation of value-added services sold together with electronic communications services could be extended to cover value-added services sold together with linear audiovisual media services. The concept situates value-added services within the regulatory framework of media regulation, electronic communications regulation and information society services, and illustrates possible basic sales models through examples. The detailed proposal sets out the typical services, domestic and international practice and case law, the related regulatory areas, and the basis, purpose, scope, tools, concepts and justification of the proposed regulation.
