A professional proposal was prepared for NMHH to support the regulation of secondary spectrum trading. We summarised the foundations of secondary spectrum trading, the relevant terminology and fields, including the various types of transfer and lease. We analysed current European Union legislation and its expected future direction, summarised key international experience, and assessed the needs of interested domestic providers. We set out and justified the proposed regulatory framework — including its structure and introduction — and provided a list of the key issues to be decided by lawmakers.
