A professional proposal was created for NMHH to support the regulation of secondary spectrum trading. We have summarized the foundadtions of secondary spectrum trading, the corresponding terms and fields, inclluding the various cases of transfers and leasings. We have analized the current legislation of the European Union and its expected future directions, summarized main international experiences, and assessed the needs of local providers of interest. We have set and justified the proposed regulatory framework including its structure and introdoctury methods, and provided the list of key issues to be decided by lawmakers.

We have successfully developed the connection system plans of the National Telecommunications Network and the network to the disctrict seats. In our evaluation study we have summarized the properties of this network and completed the planning coordination tasks of the extension of the National Backbone.
